First can dowsing be used for prediction? Yes, with the proviso that prediction can be as accurate (or inaccurate) as other forms of divination and depends on the experience and capabilities of the asker.
Second, can it predict love?
I assume you mean someone loving you? Well, yes, in general, it can be used to find out about a relationship. Love, however, by itself, is fickle and changeable and all the things that poets write about. So, unless you have a very clear meaning and definition about love when you ask, your answer could end up wildly inaccurate.
