Well, it could be. Did you ask that question as you were dowsing? Having only one rod move can be quite common when beginning, but, from what you write, it sounds as though you have been dowsing a while. Personally, I only ever use one rod at a time. I usually use the other one to stick in the ground as a marker. (They are steel rods, so very sturdy) Sometimes, one hand or arm is quicker to respond than the other, so it looks like you're only getting movement from one rod. It could also be because where you were dowsing was subject to other influences, like high frequency waves, cell-towers, radio waves or something similar, to which you are subconsciously susceptible, which makes one arm 'lose' the sensitivity of response. Without knowing more details, it's difficult to be more precise. Another thought, it might be that this response is your body's way of giving more information about the water you are dowsing. It could be highly toxic, poisonous, healing, contaminated with lead, or something along those lines. I think if you do some dowsing to ask questions along these lines, you might come up with some helpful clues.
